When government decides to roll out something it tends to subsidise a lot and tax a bit more working directly with interest companies who tend to bid for contracts.
Such role outs aren't usually thought through enough in terms of efficient positive market impact and cost effectiveness.
What if instead roll outs were more independently worked out and managed by a group one third industry, one third government and others and one third independent laymen.
This way things could be rolled out more cost effectively and market friendly and more efficiently.
This sort of thing could allow for more well placed roll outs and more market efficiency and diversity including more non government roll outs.
