The old way medicine and doctors worked in China was that the doctor got payed when the person was well and not when the person was sick.
The west could do with adopting this strategy in their system. When you pay your Insurance you should have to pay a lot less when you are sick and more when your well even when your earning well. Thus doctors should get payed for how many well people they keep well on their books and the results they achieve in getting people well. Doctors should not be able to refuse sick people on their books and instead should have the incentive to try their best to get them well. If a doctor does a good job with the service user and does not manage to get the person fully well in a hard situation then the doctor should get nearly the same money as for a well person if the service user is seen to be getting better with real all round tests for both physical and mental health not bogus ones. Their should and could easily be some real science to the tests not simply medical opinion for mental health tests. Also more different types of help should be available to optimize the results of people getting well.
Another issue is that the insurance groups should be of a special 3rd economy sector where the incentive is to have more people well and to support people staying well over being sick so such insurance should be paying for projects to keep people well more in the long term rather than paying for too much medicine/hospitals and generally keeping people sick although some hospital support would be needed to maintain health.
Today Doctors pay is measured on how many sick people they treat and per prescription this is a corrupt system and should be replaced. The result of such a system is that more and more people every day are proclaimed sick and kept on the sick books without getting the correct support to get well and forced and coerced onto dangerous medication for the rest of their lives with an industry of drugs companies becoming dependent on people being sick. This has to change.
