The answer is not in everyone beating everyone else with a stick forcing each other to care although pain is part of life and should be respected. We also don't need need some one person to lead us to better pastures as the grass is always greener on the other side but is it really.
The real issues in life working against itself are technical and it is an easy issue to make mistakes over the law needs to evolve it's ethical stance as things change and the incentive in law and the economic workings needs to be fairer and more humane and encourage good ethics along with a very enabled human based strong economy.
However even in the most well thought out system if the people are too corrupt then it won't help so use the stick wisely (although a real beep of a person can be what it says on the tin and it just takes one person to create a rime wave especially if that person has authority over others) and the carrot with a good heart.
