Go all guns blazing as efficiently as we can to get 12 TWe up on the grid as well thought out globally and locally as green as possible. Then Start making things like recycling and transport more energy efficient introducing upwards momentum energy concentrator based flying machines which are quite engines and don't hurt birds so much and probably use less watts if they have wings most of which can come from the sun unless there's low sun.
Once at 12 GWe we should grow more slowly towards some maximum approaching 15GWe max and instead be greedy with economic stuff like recycling/Upgrading rather than using more power on earth.
