my suggestion may sound patronizing. I assure you its not, but if you are easily offended you might not want to read this.
If you want to rule out any kind of electronic weaponry, i'm not kidding, make a tin foil hat.
just wrap it around your skull and ears.
if there are signals of any kind causing this effect on you, you will notice a large difference in volume once you put the tin foil on your head. If there's no difference in volume its not an electronic weapon.
You might also try putting a stainless steel cooking pot over your head. a big one, and hold it by the handles so your not touching the metal.
I promise I'm not making fun of you, i'm trying to help you reduce possible causes of the problem.
I work with electronics quite a bit so I know a thing or two about stray signals.
Personally, I hear a train whistle. almost all the time. no matter where I go. sometimes its louder, sometimes not. I think mine is from a past traumatic event. oh, i just got a flash of memory about it. ugh, i hate that. Best of luck.
