Is it possible to have a child if you have inhibited ejaculation?
Despite my inability to ejaculate in a woman I do get pre-ejaculatory fluid. I have read that you can get a woman pregnant with just this.

May take a while, but it can happen.
Several friends of mine found that out the hard way.
They can't touch me while I'm alive, and after I'm dead, who cares?

With my research into this, I've found that you can't get a girl pregnant with just pre-ejaculate.
Most of the pregnancy is related to people pulling out to late, so they would naturally think it was the pre-ejaculate but it was really pulling out to late.
Also people if they just masturbated or ejaculated and had intercourse there would still be some sperm in the penis.
