[b]I am the mother of a twenty five year old man who suffers from a very serious form of Schizophrenia. I have been getting him treatment for his mental illness since the age of around five. The symptoms of his diagnosed Schizophrenia started showing in his late teens. He also suffers from depression which causes him to be very suicidal. He has been hospitalized for his attempted suicides numerous times over the years, his first attempt being at the age of five. My son also suffers from Social Phobia which causes him to become very fearful of people. He has been on dozens of different medications and nothing has stabilized him yet. My son is an extremely kind and gentle man with a good heart and would never hurt someone intentionally. When my son was under my care, I would detect in him when his Psychosis was taking over so to speak. I would then become fearful for him, not of him because of what I thought he would do to himself. When his Psychosis is in full effect he loses the ability to think rationally and becomes very delusional.
My son unfortunately was charged almost three years ago with having committed several crimes. The charges are considered very serious. He was sent to Northampton County Prison ( Located in Easton, PA) in July of 2009 and has been incarcerated ever since. Months before my son was arrested he resided with me and was receiving treatment through an agency named Elwyn out of Allentown, PA. They offered him a Community Treatment Team which came to visit and talk with him several times a week. They also provided all of his medication. During this time my son was not cured of his illness because that can never happen, but he was doing much better. The agency was going to work with my son and eventually place him in a group home so he could learn how to live on his own and provide him with therapy. When I received the phone call from an Easton Detective stating I had two hours to turn my son in, I immediately contacted Elwyn. One of the counselors came with my son and I to the Station and pleaded with the Detectives that my son belongs in a Treatment Facility, not a Prison, stating that he will get worse without treatment. The Detectives gave no concern to this and brought my son to the Prison. When I voiced my concerns about my son's mental state and well being to the Medical and Mental Health Staff at the Prison, I was rudely told that they are not a Treatment Facility. In the Prison if someone with Mental Illness becomes agitated or upset are immediately placed in the "Bubble". Here they are stripped of all clothing and given a thick heavy green smock to wear. The cell is completely empty only offering a mattress with no bedding. You are housed here until the Psychiatrist is able to come in and give the ok to be released to general population. My son has gone through this procedure several times. During my son's incarceration he has been harassed by the Correction Officers and inmates and called horrible names. He was also raped, beaten, and coerced to perform sexual favors on another inmate and later placed on Administrative Segregation for forty five days because of this. While on this he was locked in a cell with nothing for twenty three hours a day. (The worse thing to do to a person who suffers from Schizophrenia) My son has suffered horribly these past years and has deteriorated mentally. He's no longer that smiling and happy man he once was. I only am able to see him once a week for thirty minutes with no contact, and talk through a metal screen. All I see in my son is fear. He doesn't understand why any of this is happening to him. He doesn't understand the charges against him. He believes in his mind that the Government has taken him away to perform test on like experiments. He believes he is being controlled by another force and this force will eventually kill him. My son's delusions and hallucinations are only getting worse the longer he is neglected of treatment. My worse fear is receiving a phone call from the prison informing me that my son finally committed Suicide.
My father hired a Prominent Defense Attorney (From Easton, PA) for my son with the last of his money, when my son was arrested. We felt that with this Attorney's Reputation he would have gotten my son out of incarceration long ago. This of course has not happened. Through many correspondences with this attorney he keeps stating that the DA wants a conviction. After two years of my son being incarcerated he was finally evaluated by a psychologist and reported that he was not competent to stand trial. There was then a hearing and my son was ordered to be evaluated by psychiatrists in Norristown State Hospital for a period of sixty days. My son was transferred to Norriston and remained there for almost eight months. The psychiatrists evaluating my son there kept reporting in their reports to the Court that he was incompetent and that he was getting worse mentally, but they could make him competent within a reasonable brief period of time. They failed to accomplish this and released him back to the prison and yet reported in their final report they still believe they can make their goal. So my son is back in the Prison System. My son's attorney filed a Petition for Discharge based on all of the reports from Norristown. My son is entitled to this under the Mental Health Procedures Act. The attorney feels that the DA will oppose the Petition. I have voiced my outrage with the District Attorney's office to my son's attorney. I find it inhumane on their part to be willing to allow a severely mentally ill man to remain incarcerated and not be placed in the proper treatment facility. They do not care about his deteriorating mind and the severity this has on him. Like I mentioned previously; all they care about is a conviction. They don't care about any of the reports done on my son by the psychiatrists or about his rights through the Mental Health Procedures Act. They were aware of my son's Mental illness from the very beginning. They could have come to some sort of agreement with my son's attorney that involved dismissing the charges and placing him somewhere for treatment. But this doesn't suit them. So my Mentally ill son will now continue to sit in a prison cell and continue to get sicker mentally.
I am seeking any help I can find for my son. Any Resources, Advocates, Agencies that offer help to the Mentally ill. Attorneys who are willing to help my son Pro-bono or maybe workout a payment plan. I am seeking help from an Attorney who is willing to fight for my son and have him released from incarceration and his charges dismissed. It was told to me by my son's attorney that "if" the Petition for Discharge is granted and my son is discharged; the criminal charges will remain pending for as long as the DA wants to pursue it, or until the expiration of ten years, whichever is less. How is that fair to my son?. It will be three years this July that he will have been incarcerated and neglected of Mental Health Treatment. He needs to come home. So I am asking anyone who is able and willing to help or if you know of someone who can help, to please contact me as soon as possible. My family and I would be so grateful.
