candidly, i don't know what the OP wanted by way of an answer. but, for sure, they're not likely to be back.

"There's this woman on my block, not a native English speaker Caucasian, that I bump into once in a while, and has been sending ambivalent signals. Sometimes she pretends to be focused on her mobile when she passes me by, but puts on a smile if I greet her (how are you doing?)."

Have you considered that the crossed messages may be due to her not fully comprehending what you said? After all, she's not a native English speaker. She may not have a full command of English to understand the idiosyncracies of small talk in American culture.

Agree! A very definite factor to be pondered when speaking with others from different cultures.
