If someone was attracted to girls back in junior high and still gets the same reaction after viewing them on his yearbook even though now he's an adult?

My immediate reaction would be that this 'someone' is just remembering how they felt back in that time. Conjouring memories isn't paraphilic at all.

I'd need more details to give a more detailed answer though.

let's say he still fantasizes about them, but nothing sexual, just a crush he still has on them and wishes he could go back to that time, just that they still look pretty to him, and he wants to go back to being around that age. and he doesnt like women his age, and no body underage except these girls he once liked

Hmm, i wrote a reply but then you edited your post with something that puts a slightly different spin on things. I checked your posts and you once mentioned that you're not interested in a GF or getting married, is that related to this fixation on those girls?

Also, you say that you don't think about them sexually, yet you're not attracted to women or to other girls of that age either, so who are you sexually attracted to? (sorry if that's a bit of a personal question, I only ask because it's the sexual attraction that what would define you as paraphilic or not as you originally asked.)
