I've got no idea what that means so I'm going to say what my old English teacher told me to say when in doubt:

Just blame it on the French and it'll sort it self out.

It only counts for Rajar if you are one of the people who do their survey. So it's a cross section, which is then averaged nationally.

They can't monitor you if you do not participate in Rajar. And you can't volunteer. Their research contractor picks around 100,000 different people each week to take part.

So the long and short is, no, it doesn't count whether you record or watch live/as live, if you're not on Rajar list. And if you are, yes it counts whenever you watch it, within your given week.
