I think it's meant to validate parents who feel stress from their childs tears.

Of course to me all I see is a child being mocked for having emotions.

I guess they've been on the today show and featured in a lot of websites and newspapers.

Yeah, I personally wasn't a fan when I saw these either. As previously stated I can also see how this would be helpful to other parents who might feel like they should work extra hard so their child never cries. From what I know, it's meant to be funny....
