I have been dieting for about 10 months now and I lost about 10 pounds. For the past two months I have been on a 400 calorie deficit per day ( I am eating 400 calories less than I am burning per day) and I do cardio and weights 3 times per week. I just got my body fat measured and, to my disappointment, I have *edited by mod* body fat. For females, fitness is 21-24% and average is 25-31%. This is pretty devastating for me. I thought I would definitely be within the fitness range since my bmi is *edited by mod*. I just can't get that percentage out of my head. I don't understand how I can have a near underweight bmi but have that much body fat. I'm on a calorie deficit and I am exercising. This should not be happening. I don't mean this to be triggering but I am so upset about this.

How was it measured? A lot of the measurements are not particularly reliable or accurate. Apparently the bathroom scales that measure body fat can understate or overstate body fat by 5 percentage points (or more!)
I think waist measurement or how your clothes fit is a better guide. You are exercising regularly, and your weight is low; it doesn't sound like you are fat or unfit.

I did a little research, and it is possible that you could have a low BMI and a high body fat %. This can happen especially when you're restricting heavily which is causing your body to burn muscle, and it can also happen if you're doing a lot of cardio exercise and not mixing it with strength toning exercises. I'm not sure if I would take something from the web as accurate, but perhaps try several different ones and get an average if you're determined to go by web results (they are quick aren't they

). The best way to measure body fat % is by doing a water displacement test.

what percentage of the bmi is good for health and extream condition also?
