It's infuriating is that she didn't seek help for her own abuse instead of doing that to her little brother.

I understand your frustration. At that age, I wouldn't have expected her to know any better, however.

Not being there, it's hard for another person to assess the amount of malice a child has when they do something like that- it's possible she didn't know just how harmful her behavior was, and might have grown out of it on her own. A lot of 'normal' child sexual behavior does, I'm led to believe from stories here, and my own experience as a child. The fact she was being abused by a neighbor definitely skews the definition of 'normal', for sure. Do you and her ever talk about what happened?
