pregnancy and syphilis question

i don't know the best place to ask this question. In the 1940s, just before a cure for neurosohysilis was discovered via a special brain crossing version of penicillin, how could a women affected by this type of syphilis have three children?

i'm not sure any experts are on this forum in this field but sure would appreciate being directed to where best to ask this question.
