Should I call the police on an abusive bipolar monster and try to have her prosecuted? She won't get help and it seems that all there is to do now is to have her confined so she can't hurt anyone else.

I'm sorry you are struggling with this dilemma. Fortunately not all bipolar people are as abusive as the one you have come across sounds like she is.
Is there anyone in her care at the moment who will get hurt if she is around them? Like a child or an elderly person who may be dependant on care? If there is, I would think it would be a good idea to report your past abuse.
If there is no one in her care, it really depends on how it will effect you if you are going to report her. Will all the questions from the police be hard for you to take? Will her denial of it (if she denies) make you feel angry, bad or invalidated? Will there be any personal benefit to your emotional well-being if you feel you have done something to stop her from hurting others? There are a lot of issues to weigh up.
Ideally, I think if you are going to report her to the police, you should probably have the help of regularly seeing a therapist to make sure you are well emotionally supported if you decide to take this action.
