That might sound absolutely mad, but I have heard of kids that age who do act out sexually, sometimes very aggressively. You can blame it on porn. Blame it on pitiful excuses for parents. Blame it on subliminal messages from the Teletubbies. The question is: What do you do with them? How do you stop that behaviour before they take it into adulthood?
Sticking them on a sex offenders register at that age doesn't seem right to me. It's like branding them, at an age when they're discovering their sense of identity.
Some of them will probably feel ashamed when they get a bit older and grow into perfectly responsible adults. Some will probably need to be on some sort of register for life.
Naturally there will be a few who would have turned into dangerous arseholes anyway, but labelling kids of that age will probably make more, and no doubt some kids will grow up being told "You're a sex offender" because of some perfectly innocent doctors and nurses type game. They'll go into adolescence, and then adulthood, with that label slapped on their developing identity.
I agree with that, if anything it would only make things worse growing up and built up will only cause problems. and not like they knew any better cause their 9. Not saying it was write and maybe he did know better, but i didn't when i was a child and i was taken advantage of. They shouldn't have just through a label on him thy should of had him see a therapist, but for him to live with that for the rest of his life is just wrong.
