It was far from being a stupid question.
The blogs are generally subject to the same rules as open forum, however there are some relaxations.
For example, your blog is your blog. Which means nothing is 'off topic'- if you want to post about spotted bunny rabbits dressed like the Swiss Miss chocolate girl, knock yourself out. And it follows that obviously you can't derail your own thread or anything.
In open forum in addition to topics needing to be on topic for the forum they're in, we discourage what might be described as pontificating; ranting; etc- posts that go nowhere and aren't asking a question or being an overtly two-way dialog. Your blog is your blog to do with as you wish. Preach on!
All blogs are always moderator previewed. I am the one who usually approves the blogs. As long as forum rules for content aren't being grossly violated, I will allow a little wiggle room at moderator discretion. Some of our regular bloggers have serious issues and sometimes say things that wouldn't be allowed in the forums, but because it's the blogs there's a little more freedom- as long as it's not over the top. It gives them a place to vent without getting in trouble, and that can be an important thing. But if something flies too in the face of the content rules for open forum, then yes it'll be edited with as light a hand as possible.
