I store my avatars on postimg.org. I can browse them there (after creating an account, otherwise there's no concept of a "folder" holding my images). I intend to reuse mine. If I didn't, I would simply upload them there anonymously (no account), use the link once and forget it.

It's a bit of work creating them, sizing, cropping, sharpening, color correcting (and sometimes much more, like combining images). I use Gimp which is free. Uploading them to postimg is the least amount of work.

Are you suggesting there should be a point-and-click library here of common images everyone can use? That seems like it would be a lot of work to put together. Or, are that something here should take the place of postimg so it's just "a click" to use the image which you uploaded to your local library? As @Ada said, if you're only going to use them once there should be no difference uploading here versus a site like postimg. You'd have to upload it somewhere.

I can only see a local library being useful in my case because I intend to reuse mine. But, it's trivial to access that "library" by opening a new browser tab and going to postimg, find the image, copy the link and paste it here.

There already is, by default with phpBB. ucp.php?i=profile&mode=avatar and "Default gallery." :D

However, if everyone could upload to it freely. We'd both have major issues with managing spam and non family friendly imagery. And at least historically, with size. I don't know what an average avatar size is. But using TTL's- 20Kb. If all 147K users had uploaded, say, a choice of 2. That's nearly 6Gb. Just in little pictures. That vanishingly few will ever use. Just not worth it when there are so many external options available.

In case this topic comes up again, I thought of another example. With the DMCA copyright issues, there would be constant takedown notices to deal with. That would be a lot of work compared to merely linking to images kept elsewhere, perhaps managed beyond the jurisdiction of such laws.

Image owners seem to have services which scour the web matching images for review. Even if it were a low percentage, 1/2 of 1% is still 1500 images to delete.

I am suggesting an upload from personal library option because some images are very difficult to find twice, and this site is really buggy when it comes to uploads, because they are very specific. If you could find the picture you like, save it to your computer, and then upload it directly to the site, it would be a lot easier to change avatars. I have seen people change their avatars as often as once or twice a week. Whereas I can't even change mine because by the time I figure out how to, I forgot how to do it in the first place. 99% of all sites have an option like the one I am suggesting, and it works great for them. Why not bring it here?

Psychforums isn't accepting gif's as avatars. I tried using one that was posted in the past, but now it's 'not recognized'.

Does anyone know why this is?

Is there an alternate uploading site for gifs that will work here?

Not as avatars, though. Oh, you mean CrackedGirl? :D Yes, that's true.

I wonder if the maximum file size might have changed. Since you last used that one, Marcus. Maybe experiment with a smaller file?
