When on "PsychForums" I see the following message:

It appears virtually on all pages. Is the site going through changes? Is it posted as a general reminder to all? Is it personal?

I see this message too.
I am wondering the same thing.
If you don't want people to know about it, don't put it out there.
Think before you post.

I see it too, I think it's just a general reminder and something to help guide new people.

It certainly isn't personal, just a gentle reminder to all. But it is new.
I have Avoidant Personality Disorder and being able to talk to other people with the same diagnosis has really helped me. But maybe if I had posted in Living With Mental Illness when I first joined I might not have found the help and support that I needed. Someone who is in real crisis might just get overlooked.
As Mods we do try to steer people in the right direction, and we will move threads if we think that will help you. But when it's busy we might miss someone. With your help on this we can try and make the forums a positive and safe place for everyone.
If anyone's not sure where to post then do let us know. We are here to help.
Hope that helps.
