I actually imagine that to be true, regarding the fair PR system here. I mean, we were the only European nation who had to put the Lisbon treaty to a referendum, because any big change in Irish law like that HAS to be voted for by the people. In every other European nation signing-up to the treaty, the government in power just decided whether or not to incorporate (or 'ratify' it). Laws are voted for in the Dáil and Seanad here, and then the president has the final say. We've had female presidents here for nearly two decades now (Mary Robinson and Mary McAleese for two terms).
