You're very correct, of course, because by my logic everyone would be innocent... ...and everything bad that happens would be someone else's fault. So, the 'buck' is passed from - for example - the child to their parent, but then the parent can blame someone else like theor own parent(s), and so on and so on. If you go back far enough, just blame the Universe for ever existing in the first place. Now we're getting into philosophy!
