Yes. I actually live on the ground floor of a building in a part of town that looks out to the mouth of a valley that's been known to flash flood. I've seen old black and white pictures of my road, with houses submerged almost up to the rooftops. It hasn't flooded like that for a hundred years, thanks to modern drainage, but we had 2ft of water early last year when the drains got clogged.
