When Johnny who is deaf comes out in therapy our T has these cards called "GROK" and they have fun pictures to help him express his wants and needs. This has helped them both a lot as our T doesn't know sign language like he does. They have sets for adults and children. Here is a link for them:

If you don't want to buy them as they aren't real cheap. You can maybe get an idea off these and make some yourself. That is what we have done for at home.

Yeah, a simplified made-in school version of that is what I've seen many educational assistants and special needs teachers use with students who are unable to communicate, or unable to communicate at grade level. They tend to laminate the cards and then attach them together via a single hole punch and then put on a ring so they are easy to flip through and last longer.
