I've felt completely emotionally flat for as long as I can remember. I used to feel strong emotions as a kid but I think I learned to bottle these up as I was bullied a lot as a child. It's not that I'm sad it's just that there's nothing there no happiness no sadness. I honestly think I could see someone get knocked down by a car right in front of me and barely react. I just want to feel alive again which is why I've finally plucked up the courage to go to a physician for a formal diagnosis and to start treatment has anyone else experienced symptoms like this and is it depression?

Yeah. I became like this at the end of high school for most of the time. Look up anergic dysthymia, it's a form of depression yeah.
