What makes something a mental health

What makes something a mental health issue as opposed to a regular health issue that involves the brain? For instance, epilepsy is not considered a "mental health" problem even though it's something that's happening in the brain. Schizophrenia has to do with brain chemicals, but it's a mental health issue.

Note that this is the Depersonalization disorder forum, and I think this thread belongs somewhere else unless you do some explaining...

Mental health has to do with disorders of the mind, that effect the way people act/perceive/feel, schizophrenia causes peoples' minds to perceive the world wrong and have hallucinations--this makes it a mental heath issue.

Health issues have to do with disorders of the body itself. Things like cancer, heart disease ect. Epilepsy is a heath issue because it causes physical symptoms of seizures.

An issue is not defined as the actual location of the disorder but rather, if it's physical or mental.
