I believe that the government is eavesdropping on all of my electronic communications, keeping a database of my email addresses, passwords, and usernames, and my social contacts. I believe that they are keeping records of the content of my communications when it is technically feasible as well. I believe that the government has prisons where they secretly torture people. I believe that the government regularly engages in hacking of civilian communications infrastructure and intentionally backdoors hardware through secret subpoenas. Am I delusional?

I think the secret subpoenas are a bit much, but much of what you describe may be true.
The difference between delusions and reality are this: Do the people around you agree with the beliefs you state? Is this belief unshakable when confronted with evidence to the contrary?
A delusion will not be believed by the people in your community. A delusion is believed by you despite evidence that your belief is untrue.

If by community you mean where I physically live, like my neighbors, probably not. They're kind of clueless. But online, many communities are somewhat aware. It varies. Tech security people are more conscious of it. But the secret subpoenas are a thing, unfortunately. Or at least I think they are. This all seems a bit like a dystopian nightmare.

The distinction between a delusion and a strongly held idea is sometimes difficult to make and depends in part on the degree of conviction with which the belief is held despite clear or reasonable contradictory evidence regarding its veracity.
A delusion is a false belief based on incorrect inference about external reality that is firmly held despite what almost everyone else believes and despite what constitutes incontrovertible and obvious proof or evidence to the contrary.-Chris
