Those who actively hate the happy

Greetings. This bullying forum is the closest thing to what I'm searching for. This is really hard to pin down. Can anyone tell me the psychological terminology regarding descriptions of a person who acts on their hatred for people who are secure, happy, or otherwise content? Including impulsive, compulsive action. And especially a life-focus type of action. And distinctly without antisocial behavior.

They are manipulators, deceitful and treacherous. Often seeking power and influence to achieve these hateful ends.
