Armed guards help keep children safe from outside threats, like kidnappers or terrorists. But they do not prevent, nor is it usually their job to do so, conflicts and problems between the children themselves.

You know, I am from Russia, where, since the attack on School #1 in Beslan in 2004 by terrorists, most schools have heavily-armed guards

This does not stop bullying in the schools though :|
