It is evident that the flashing is related phenomenon to hot topic variant. All flashing topics are hot topics as well, but not all hot topics are flashing.

Beats me. I find all these icons very confusing and furthermore i have disabled just about anything possible in my browser because all these flashy moving things annoy the crap out of me.
