It is punishment, or as you refer to it needle/chemical rape, but I believe that in the UK the act of rape does not apply if the perpetrator is female, so the injection is generally administered by a female.
There is an incentive in the UK to prescribe antipsychotics in that there is an inflow of money as part of the cost of the antipsychotic is returned to the government from the pharmaceutical company. In the long run this results in a financial net gain for the government, likely at the expense of the patient who will potentially be harmed as a result of being prescribed a toxic drug.
