Brain surgery alive and well in scotland?

Brain surgery alive and well in scotland?

Just reading thru the madin America web site when I came across this article which seems to be about brain surgery in Scotland which is presently still going on. I cant find that much about it but I've found these 2 articles:

is this true? are they still operating on ppls brains in psychiatry? They seem to be taking layers of brain tissue out of ppls brains.

It is from 2002, but I have not found a follow up as of yet. I am really hoping that this did not pass or that it is still hung up in the legislature somewhere. This would be a huge detriment to the psychiatric community and to society in general.
