Back in the 70's and 80's the first computers would do a few complex instructions in steps to achieve a function. Then it was decided that for functions which are done more commonly that it would be better to have more instructions based on bringing down a number of instruction steps(often down to 1 step) for common function types they called this RISC.

What i'm suggesting is that you break the RISC back up into CISC but this time you break it up into far more CISC instructions where each instruction has a range that is helpful to an overall function class.
I'm also suggesting that you use the same technology in Neuromorphic processors to make parallel Threading functions of a very high thread count caliber especially good with thermals when using a 3d stack.
