Puberty is a physical change, the age of consent is based on mental age.
It's generally accepted in the western world that 16 seems ok, although based on psychiatric evidence, some are trying to raise it to 18.
If you think it's ok at 13, then the burden of proof lies on you to prove that girls can have sex at 13 with no psychological fallout, which I doubt you can. Where's your proof?
While we're on the subject of ages of consent, how do you feel about these (UK based, adjust where necessary):
Can't drive a car until you're 17 but can fly at plane at 16.
Can buy a house at 18 but can't hire a van until you're 25.
In the US you can get married at 18 but can't drink champagne at your own wedding until you're 21.
Any of these bother you as much?
All of the above have been arrived at be people who are deemed qualified to have a valid opinion, just the same as the sex-age consent.
